Consultations on the draft amendments to the BEREC guidelines regarding the regulation on access to the open Internet

On March 15, 2022, a public consultation of the draft amendment to the BEREC guidelines for the application of Regulation (EU) 2015/2120 of the European Parliament and of the Council [1] establishing measures on open internet access began.

In addition to the draft revision of the guidelines, BEREC has also prepared an explanatory document which includes:

• information about ongoing public consultations and works at BEREC,

• a description of the draft guidelines and an explanation of the most important changes,

• information on how BEREC interpreted the judgments of the CJEU concerning the so-called zero-rating bids to provide proposed changes.

Public consultations are a standard stage of BEREC's work before the adoption of the document and serve to gather information on the expectations and concerns of market entities related to the drafted documents - in this case, the guidelines for the application of Regulation (EU) 2015/2120 of the European Parliament and of the Council.

The consultations are open to all stakeholders and will last until April 14, 2022.

The draft document and instructions for submitting comments are available on the BEREC website.

We also encourage you to send your comments to UKE to the following address: zero.rating@uke.gov.pl
