Cooperation project for the Ukrainian regulator (NCEC)

On November 17, 2022, a conference was held to close the development cooperation project, which was implemented from December 2021 for the Ukrainian regulator (National Commission for the State Regulation of Electronic Communications, Radiofrequency Spectrum and the Provision of Postal Services of Ukraine, NCEC). The closing conference was attended by the President of UKE, the Deputy President of UKE, the Chairman of the NCEC, one of the Commissioners of the NCEC, the Project Coordinator and its direct participants - representatives of the NCEC and UKE experts.

Within the project two workshops were carried out on issues related to: a telecommunication universal service, the legal bases for supporting the development of broadband Internet in Poland and the EU; monitoring the implementation of investments in broadband networks, and licensing obligations related to the planned allocation of the 3.5 GHz band in Poland, as well as planned actions aimed at avoiding intra- and off-band interference for TDD systems, quality standards for broadband internet and how to monitor them.

The first workshop was divided into several sessions, which took place remotely on 20-23 December 2021, 23 February 2022 and covered all project topics.

The second workshop, also carried out in a remote form, on broadband Internet access, took place on 8 and 10 November this year, and was devoted to support colleagues from NCEC in:

• preparation of documents that would serve the Ukrainian regulator in the performance of its tasks: study of the algorithm of actions taken by UKE on the basis of provisions on access to broadband Internet,

• developing the organizational and technical structure, technical requirements and calculating the costs of implementing the appropriate application as a subsystem of the service quality monitoring system in Ukraine,

• drawing up a list of criteria for selecting towns and cities where broadband Internet access should be a priority,

• preparation of the methodology for controlling infrastructural projects.

The workshops on the Ukrainian side were attended by representatives of the NCEC and representatives of the Ukrainian Ministry of Digital Transformation.

The summary of the project implementation shows that, despite the difficult conditions, all activities were successfully implemented and the most important topics for the beneficiary were discussed. Unfortunately, everything had to take place remotely, first due to the Covid-19 pandemic and then due to the war in Ukraine.
