Call for Evidence on the Impact Assessment of the EU Delivery Act

The European Commission has launched a consultation on the EU Delivery Act, which aims to modernize the EU regulatory framework for postal and parcel services. The initiative is consistent with the EU Single Market Strategy and the review of the EU framework for the postal sector.

The initiative's objectives:

  • Ensure universal access to postal delivery services throughout the EU for all citizens and businesses, while maintaining stable financial conditions.
  • Clarify and, where appropriate, improve user rights by strengthening their protection.
  • Ensure a level playing field in the postal delivery sector by ensuring equal treatment of postal delivery service providers and effective market monitoring and enforcement.
  • Support the development of cross-border delivery solutions to ensure efficient and effective services throughout the single market for e-commerce. Reducing administrative burdens by simplifying and clarifying parcel delivery rules, while ensuring greater efficiency and harmonization of supervision and regulation at Member State level.

The aim of the consultation is to gather the views of all parties interested in postal and parcel delivery. Comments are particularly welcome from users of delivery services, including citizens and businesses, as recipients and senders, as well as online retailers (especially SMEs), postal operators, trade unions and employers' organizations, Member States and their sectoral regulatory authorities, as well as local authorities, national competition authorities, consumer protection authorities, and customs authorities.
