20 Years of the Office of Electronic Communications - Conference

The Office of Electronic Communications is celebrating its 20th anniversary. Today's anniversary meeting provided an opportunity to summarize two decades of dynamic changes in the telecommunications, postal, and digital services markets, as well as to present directions for the Office's further development in the years 2026-2030.
The event, held at the Office of Electronic Communications (UKE), brought together representatives of public administration, market regulators, operators, experts, institutional partners, and the media. The anniversary provided an opportunity to reflect on 20 years of technological and regulatory transformation that have shaped the modern electronic communications market in Poland.
In his speech, the President of the Office of Electronic Communications, Przemysław Kuna, noted that the last two decades have been a period of fundamental change – from building the foundations of a competitive market to the development of a digital economy based on data and modern technologies. He also emphasized the importance of the UKE as an institution that contributes to the country's digital ecosystem and remains a key partner for the market and public administration.
Strategy of UKE for 2026-2030 - an office based on knowledge, data, and innovation
One of the key points of the program was the presentation of the Strategy of UKE for 2026-2030, presented by Piotr Kuriata, Advisor to the President of UKE.
The strategy envisions the further transformation of the UKE towards an organization based on knowledge, data, and modern digital technologies. The document's key objectives include:
• centralization and standardization of data and the development of analytical support,
• digitization and process automation,
• strengthening information security,
• modernization of the organizational structure and resource optimization,
• implementation of a hybrid work model,
• rational management of public assets.
The strategy also places a strong emphasis on human capital development, including stabilizing the remuneration system, building transparent career paths, developing competencies, and strengthening an organizational culture based on collaboration, ethics, and responsibility.
The Vision and Mission of a Modern Regulator
The UKE's vision is to function as a modern, efficient, and transparent public administration institution, leveraging data and digital technologies to support strategic decisions and optimize processes. The office is to serve as a leader in public management change and a reliable partner for the market and citizens.
The UKE's mission remains to ensure the proper functioning of regulatory mechanisms and to guarantee users of telecommunications, postal, and digital services access to modern, affordable, and high-quality services.
Anniversary Debate: 20 Years of Change and the Future of Regulation
The focal point of the event was the anniversary debate with the participation of former and current presidents, including Anna Streżyńska, Magdalena Gaj, Marcin Cichy, Jacek Oko, Przemysław Kuna, and Krzysztof Dyl (deputy President of UKE).
The discussion focused on three areas: market foundations, technological transformation, and the future of regulation.
Participants emphasized that key regulatory decisions have enabled the development of competition and genuine market opening, which has translated into high-quality services and some of the lowest prices in Europe. The evolution of the regulator's role was also highlighted – from a market-building institution to an entity managing market balance and responding to new technological challenges.
In the section devoted to the future, the growing importance of infrastructure security, system resilience, and dialogue between the regulator and the market was unanimously emphasized.

The event concluded with with an emphasis onthe UKE's role as an institution that has, over the past 20 years, evolved from a telecommunications market regulator into a modern center of digital expertise within public administration..
The Office of Electronic Communications declared its continued its development towards a friendly, transparent, professional, and collaborative organization, aimed at strengthening public trust and supporting the development of the digital economy in Poland.
