UKE Hosts International Conference on Frequency Coordination in the Fixed Service

One of the key events for European radio spectrum management is taking place in Warsaw today and tomorrow. The Office of Electronic Communications is hosting the international conference, hosting experts from the SWG FS (Sub Working Group Fixed Service) on April 15-16, 2026.
The group's work is a result of the Harmonized Calculation Method (HCM) Agreement, which regulates the principles of frequency coordination in the range from 29.7 MHz to 43.5 GHz for the fixed and land mobile radiocommunication services, in accordance with Article 6 of the ITU (International Telecommunication Union) Radio Regulations. This agreement specifies administrative procedures and technical criteria to prevent harmful interference and optimize the use of frequency spectrum. The meeting brought together representatives from Austria, Denmark, Croatia, Germany, Lithuania, Switzerland, France, Slovenia, Slovakia, Czechia, Hungary, and, of course, Poland.
During the ongoing meeting, experts are grappling with the challenges posed by modern technology. The meeting agenda includes, among other things, updating the European Frequency Coordination Manual and the HCM Agreement itself for the fixed service. A key point of discussion is the development of standards of practice for high-frequency bands – above 50 GHz. Participants are paying particular attention to the coexistence of 5G networks with existing systems operating in the 4 GHz, 6 GHz, 26 GHz, and 40 GHz bands. In parallel, work is underway to analyze the latest recommendations and decisions of international bodies such as the ITU and CEPT to ensure that the HCM Agreement remains relevant in light of global and European regulations.
By accepting the host nation's commitment, the Polish administration is actively influencing the development of international technical standards, which directly impact the stability and quality of telecommunications services in the region.
