TAIEX workshop on accessibility for Ukraine

On March 26-27, 2026, a hybrid TAIEX workshop on providing consumers with disabilities with universal electronic communications services and appropriate terminal equipment and special facilities is taking place at the headquarters of the Office of Electronic Communications, co-organized by the State Commission for the Regulation of Electronic Communications, Radio Frequencies, and Postal Services.

The participants of the workshop are representatives of Ukrainian institutions: NCEC, Ministry of Digital Transformation, Ministry of Social Policy, Family and Unity, Ministry for Communities and Territories Development and Social Protection Fund for Persons with Disabilities.

The workshop began with a welcome address by Mr Karol Krzywicki, the Deputy President of the Office of Electronic Communications, Mr Andriy Semenchenko, the Commissioner of NCEC and Ms Inga Popovici, Team Leader of the Digital Regulation Support to Ukraine project (DRS2UA), Romania, who emphasized the importance of cooperation between institutions from different countries in order to exchange experiences and best practices.

During the workshop, experts from UKE, Communications Regulatory Authority (RRT), Lithuania, Commission for Communications Regulation (Comreg), Ireland, National Authority for Management and Regulation in Communications of Romania (ANCOM), Romania, Post and Telecom Authority (PTS), Sweden and Mobile & Wireless Forum (MWF) present the EU best practices regarding the provision of accessibility in accordance with the European Electronic Communications Code (EECC) and European Accessibility Act (EAA). They also describe the challenges they encountered and the practical solutions they developed.

The main interest of the participants is to gain a clearer understanding of the role of National Regulatory Authorities in the field of accessibility, in particular about regulatory responsibilities, adoption of by-laws, and monitoring/enforcement practices.
