Guide for beneficiaries of OPDP/NRP/EFDD programmes

The President of UKE has prepared a guide for beneficiaries of OPDP, NRP and EFDD programmes who are developing wholesale offers for networks implemented with public funds.

The publication explains in an accessible manner how to correctly prepare and submit an application for the evaluation of an offer or its amendments, and what elements should be taken into account when determining wholesale access conditions. The guide takes the reader through a series of topics, from practical tips on the completeness of documentation and the most common mistakes, through the rules for setting and justifying wholesale access prices, to documenting the absence of margin squeeze (MS Test) and issues related to the obligations imposed on final recipients of KPO4 (NRP4) support.

The guide also contains tips on the conditions for providing wholesale services, publishing and introducing changes to offers, and a set of links to useful materials and announcements supporting access network operators in the process of preparing documentation.

Thanks to its structured layout and practical nature, the guide is a helpful source of knowledge for both entities preparing their first offer and those planning to update it. We invite you to read it (in Polish).
