European Commission consultation – Digital Networks Act

The European Commission has published a call for evidence on its proposal for a Digital Networks Act (DNA).

The Digital Networks Act provides a modern, simplified and harmonised legal framework to enhance Europe’s competitiveness. By strengthening digital networks, the framework will create the basis for wider deployment of artificial intelligence, cloud, space and other innovative technologies, and will accelerate Europe’s digital transformation for the benefit of its citizens.

The DNA also addresses  the fragmentation of the electronic communications sector and incentivises providers to innovate, invest, scale up and operate cross-border within a true Single Market for connectivity. Furthermore, it enhances the security and resilience of networks by reducing dependencies in the connectivity ecosystem and promoting cooperation at EU level.

The DNA consolidates four legal acts into a single directly applicable Regulation, replacing the European Electronic Communications Code, the BEREC Regulation, the Radio Spectrum Policy Programme, and the core part of the Open Internet Regulation.

The consultation will run until 20 April 2026 (the eight-week feedback period is being extended every day until this adopted proposal is available in all EU languages).
