Access to the technical infrastructure for the implementation of a high-speed telecommunications network

On February 12 this year, the President of UKE issued decisions specifying the conditions for providing access to technical infrastructure in the field of power poles of low and medium voltage power lines for:

1.innogy Stoen Operator sp.z o.o. with headquarters in Warsaw

2. Enea Operator sp. z o.o. with headquarters in Poznań

3. PGE Dystrybucja S.A. with headquarters in Lublin

4. Energa Operator S.A. with headquarters in Gdańsk

5. Tauron Dystrybucja S.A. with headquarters in Kraków

The key element of the decision are the "Conditions for providing access to technical infrastructure in the field of power poles". They constitute a universal set of principles and rules in the field of access to the technical infrastructure of distribution system operators, including power poles of low and medium voltage lines.

The regulator's activities are aimed at supporting the construction and co-use of infrastructure and ensuring effective cooperation between the telecommunications and electricity sectors. The decisions also implement the principles of the European Digital Agenda and the Europe 2020 Strategy, bringing us closer to a gigabit society.

The issuance of the decision was preceded by an analysis of the terms and conditions of cooperation applied by distribution system operators, public consultations of draft resolutions and consultation of the draft resolutions with the President of the Energy Regulatory Office. During the consultation of the drafts, numerous consultation positions and positions presented after the public consultation were received. The President of UKE, when issuing the decision, took into account the evidence collected in the case. The access conditions specified in the decisions balance the rights and obligations of distribution system operators providing access to power poles and telecommunications undertakings that use them.

In the opinion of the President of UKE, the implementation of the decision will have a positive impact on increasing the efficiency of using the existing technical infrastructure and reducing the costs of engineering and construction works, to the benefit not only of telecommunications undertakings, but above all subscribers who will get the opportunity to use modern telecommunications services.
