A UKE delegation is participating in an international conference in Paris
15 October 2026
From October 13–15, 2026, an international conference is taking place in Paris bringing together experts and government officials responsible for the development and coordination of fixed and mobile radio services. A delegation from the Office of Electronic Communications is actively participating in the event.
The conference proceedings are organized into three main subgroups:
- TWG (Technical Working Group),
- SWG FS (Sub Working Group Fixed Service),
- SWG MS (Sub Working Group Mobile Service).
Participants are discussing issues related to the operation and development of services in the fixed and mobile radiocommunication services, as well as technical matters relevant to international cooperation. These groups consist of experts and representatives of telecommunications regulators from the administrations that are signatories to the HCM (Harmonized Calculation Method). The parties to the agreement are 17 countries: Austria, Belgium, Croatia, the Czech Republic, France, the Netherlands, Liechtenstein, Lithuania, Luxembourg, Germany, Poland, Romania, Slovakia, Slovenia, Switzerland, Hungary, and Italy.
The agreement regulates the principles of frequency coordination in the range from 29.7 MHz to 43.5 GHz for the fixed and land mobile radiocommunication services, in accordance with Article 6 of the International Telecommunication Union Radio Regulations.
This year’s proceedings have a special significance—for the first time, the SWG FS working group is chaired by Paweł Deoniziak from UKE’s Department of Radio Spectrum, who was selected in recent days by a decision of the governing administration. His appointment is a recognition of his expertise and his contributions to date to international efforts aimed at the optimal use of the radio spectrum. The fact that a representative from Poland has assumed this role underscores the growing role of our experts in shaping regulatory and technical solutions on the international stage. Andrzej Golec also participates in the work of the SWG FS, supporting the group on issues related to fixed-service operations and technical cooperation among the signatories of the HCM Agreement.
UKE’s Department of Radio Spectrum is also represented in the SWG MS subgroup, which addresses issues related to the mobile service. Grzegorz Zagórda participates in its meetings, taking part in discussions regarding the development of mobile networks and the effective coordination of frequency resources.
